Electronic monitoring may be used to curb domestic violence

In order to better combat domestic violence and promote public security in general, the Latvian Saeima conceptually passed amendments to the Criminal Law on Thursday, the 18th of April. These amendments provide for the use of electronic monitoring devices on violent persons, as reported by Saeima’s press-service.
Electronic monitoring is an intensive control measure mandated by a court of law to limit free movement of individuals. In order to implement electronic monitoring, it is necessary to attach an electronic device to a person in order to monitor and control his or her movement.
Amendments are meant to make sure a suspect or accused person who is prohibited from approaching certain persons or locations, is put under police monitoring or house arrest can be put under constant electronic monitoring using an electronic device.
Amendments also provide that electronic monitoring is applicable only if there are grounds to believe that the suspect or accused person poses a high risk of violence to another person.
It is planned that the electronic monitoring will be carried out by the State Police. In turn, in order to determine the procedure by which the said supervision is carried out, the draft law requires the Cabinet of Ministers to develop relevant regulations.
For he legislative draft to come into force, the Saeima will need to pass it in two more readings.
