Washington is not seeking to harm Ukraine

US Secretary of State Marco Rubio has stated that American policy regarding the provision of early warning alerts to Ukraine concerning Russian missile strikes has not changed. He also dismissed claims that the Pentagon is deliberately withholding air defense missile shipments, Politico reports. While on a visit to India, Rubio asserted that nothing is being denied to Ukraine. He described as “outrageous” the allegations that Washington is intentionally failing to provide information about Russian missile attacks. He emphasized that nothing has changed and that Ukraine continues to receive the same information as before.Rubio’s remarks come as Russia intensifies its attacks on Ukraine with the approach of winter, while Washington appears to have adopted a stance more favorable toward Russia—fueling concerns among Europeans that the US is not a reliable source of support. The US Secretary of State spoke to reporters shortly after Kaja Kallas, the European Union’s High Representative for Foreign Affairs, accused Washington of attempting to bring about Ukraine’s surrender. On the morning of the 20th of October, speaking before the European Parliament, Kallas claimed that American negotiators have been trying to pressure Ukraine into surrendering for nearly two years. Regarding weaponry, Rubio stated that Kyiv is primarily requesting the urgent delivery of Patriot systems; however, this must be balanced against the needs of the United States—whose stockpiles have been significantly depleted due to the conflict involving Iran—as well as the demands of other allies. noted that he is aware that interceptors are among the key items the Ukrainian president seeks to acquire—a need he understands—but pointed out that other nations around the world are also seeking them.On the 19th of October, Ukrainian President Volodymyr Zelensky accused the United States of delaying the delivery of air defense missiles that had already been paid for. He further stated that the US does not always provide warnings regarding incoming Russian ballistic missiles, and that such attacks—which result in civilian casualties—have become increasingly frequent. Additionally, Starlink and Starshield services reportedly remain restricted in certain frontline areas, with the US providing no explanation for these limitations. An official familiar with the matter, who requested anonymity, told Politico that US early-warning notifications had previously functioned consistently, but then suddenly ceased to arrive. Initially, the Americans reportedly attributed the issues to weather conditions, then to a software glitch; subsequently, other problems allegedly emerged, yet no official explanation has been provided.Meanwhile, Rubio stated that the US is investigating why Ukraine encountered difficulties regarding information about Russian attacks on the 13th and 18th of October. He speculated that the issue might be internal—specifically, that Ukrainian systems were unable to receive or correctly process the data provided. Nevertheless, the key point remains that no one is intentionally trying to harm Ukraine.Ukraine has also reported a reduction in the speed of the Starlink satellite internet service, which complicates efforts to intercept drones launched by Russia. On the 20th of October, Zelensky mentioned that he had discussed this with Rubio, adding that he is grateful for the American’s willingness to help and for his clear stance.Tensions have risen alongside increasing pressure from US President Donald Trump on Kyiv to cease strikes against Russian oil refineries and to reach an agreement with Moscow. On the 19th of October, Trump claimed that Russia had been “fine” toward Ukraine and was not causing all that much damage.
