Banned substances hidden in letters and soap discovered in Latvian prisons

Several attempts to deliver prohibited substances and items to inmates were detected last week in prisons across Latvia, according to the Latvian Prison Administration.

At Riga Central Prison, a memory card was discovered hidden inside a bar of soap brought in as a parcel. In another case, an unknown substance was found on the adhesive strip of a letter envelope sent by mail.

At Liepāja Prison, prison staff discovered ten laminated business cards inside a mailed envelope. On the back of these cards, a fentanyl patch (75 micrograms per hour) had apparently been embedded.

Meanwhile, at Valmiera Prison,

officials found an unknown white powdery substance hidden in a transparent polyethylene package

inside the back cover of a 2026 planner sent in a letter.

All discovered substances and items have been handed over to the State Police of Latvia for further procedural investigation.

The Prison Administration reminds that supplying prisoners with prohibited substances or items is punishable under administrative or criminal law.
