Despite ongoing mobilization efforts, the civil protection plans for the capital are still insufficiently prepared – at this point, “we are more unprepared than prepared,” business continuity and planning expert Mārtiņš Melnis told TV3.lv.
When discussing the readiness of state and municipal authorities for a potential emergency or wartime situation – referred to as “X Hour” – Melnis emphasized that there is no reason to panic. The most important thing, he says, is that mobilization has begun.
Speaking to TV3.lv, Melnis explained that directional signage is being installed, and the State Fire and Rescue Service (VUGD) has assessed all available shelters, regardless of their current condition – they have now been marked. Initial preparations have begun, and both the public and experts have started to mobilize. While there is no need to panic, it is important to remain vigilant, continue organizing efforts, and clearly understand the next steps.
Currently, 390 bomb shelters have been identified in Riga where residents could seek refuge in the event of war. Of these, 214 are municipally owned, with the rest belonging to the state. However, only 11 shelters are currently fully equipped and ready to accommodate people.
“These shelters are where we might need to stay for several hours or even for days. Right now, they are not suitable for that,” the expert told TV3.lv.
