Use of official e-address to be mandatory for legal persons in Latvia

Use of official electronic address or e-address will be mandatory for all legal persons in Latvia starting with 1 January 2023. This includes enterprises, associations, foundations, trade unions and other legal subjects registered in Latvian registers.
E-address is a safe communication service is a company’s digital mailbox, which legal persons can create using one of two ways: using latvija.lv portal or by integrating the solution in their company’s document management system, reminds Ministry of Environment Protection and Regional Development in the context of Do it digitally programme, urging to not postpone the creation of e-address until the last moment.
«The use of e-solutions is on a rise among entrepreneurs. However, often the main obstacles for wider use of this solution is both the lack of need for it and the lack of experience with it. We are happy to see entrepreneurs have an interest for new opportunities and ‘first digitally’ approach when it comes to communication with state and municipal institutions, all of which helps elevate Latvia to a new digital development level. For example, since its creation, the e-address system has received 3 377 340 reports, which is equal to 16.9 tonnes of paper,» says Minister of Environment Protection and Regional Development Artūrs Toms Plešs.
If a legal person has an e-address, they will be able to electronically communicate with more than 3 000 state and municipal institutions instead of waiting for paper notifications and other letters to arrive in the mailbox.
There are numerous advantages: the ability to send information and documents or request state or municipal institution services at any time and from anywhere. This means remotely signing contracts, receiving notary services, etc., as well as help protect the environment, save resources that would otherwise be used on mail services, receive all mail in time and in the same place, avoid delays or missed letters, as well as be confident that official documents are secure from fraudsters. By using e-address, companies can be certain the sender is why they claim they are.
«We can see in the Enterprises Register that more and more enterprises choose digital lifestyle and request modern ‘digitally first’ approach from institutions. But we would like to turn attention that having e-address does not cancel out the duty of legal persons to continue receiving correspondence from private persons at their company’s legal address,» explains Enterprise Register’s chief state notary Guna Paidere.
There are two ways it is possible to create an e-address in one of two ways depending on the company’s document turnover: using Latvija.lv portal or by integrating this solution in the company’s document management system. Using latvija.lv portal it is possible to access the e-address by using means of electronic identification (personal ID such as eID card, eParakss Mobile app or eParaksts card).
Enterprises that want to connect their e-address to their document management system can use VISS portal to check technical parameters and detailed information.
