Riga City Council has announced a street maintenance procurement project worth EUR 210 million. The project will span 2024-2029.
Application submission will remain open until the 14th of May.
The procurement will consist of four lots. Each of them will have its own, separate procurement contract. The contract in each lot will go to a contender who meets the qualification requirements and offers the most economically advantageous offer.
To expand competition, contenders will be able to submit offers only for two lots.
It is planned for the maximum contract price of all four lots will be EUR 210 million (excluding VAT).
The procurement procedure provides street maintenance in four territories – the left bank of Daugava River (EUR 63 670 000), the right bank of Daugava River in the Central District and Latgale suburb (EUR 53 429 000), the right bank of Daugava River in the Northern District and Vidzeme suburb (EUR 47 768 000), as well as separate maintenance for bridges, overpasses and pedestrian tunnels (EUR 45 133 000).
In order to expand competition and attract more quality service providers, a number of significant changes have been introduced compared to the previous procurement. Previously, the procurement was divided into two lots, but now it is divided into four.
Experience acquisition period for contenders and specialists was extended from three to ten years. Qualification requirements were lowered.
The procurement mentions that all equipment has to meet EURO 6 standard, which provides a guarantee the equipment is not outdated and has reduced CO2 emissions.
The specifications were also supplemented with requirements for the maintenance of pedestrian crossing areas in winter; with requirements for cleaning category 3 streets – certain on-call category 3 streets; and requirements for snow removal – according to the customer’s instructions, snow must be cleared within 24 hours.
Also, the specifications were supplemented with requirements for the collection of sand – the removal of sand from streets and squares is to be a one-time event after the end of the winter season. Depending on the meteorological conditions, the customer shall inform the contractor at least five working days in advance of work commencing.
Currently street maintenance in Riga is done by two general partnerships – “Daugavas labā krasta izturētājs”, which consists of “Eco Baltia vide” LLC, “Rīgas tilti” LLC, “Ceļu pārvalde” JSC and “Daugavas kreisā krasta uzturētājs”, which consists of “Rīgas tilti” LLC, “Ceļu pārvalde” JSC and “Roadeks” LLC.
