Police find body wrapped in bags on Doles Island; several people detained

At the beginning of February, a body wrapped in bags was found on Doles Island, Salaspils County. Two men were detained by police on suspicion of murder, as reported by Latvian State Police (VP).
Available information indicates that the victim was likely murdered on the 1st of January. The body was kept on a balcony of an apartment in Riga, Āgenskalns micro district for some time.
Police have commenced a criminal procedure.
Police report that on the 7th of February 2024 Riga Region Pieriga Eastern Police Department received a call from an eyewitness to Doles Island in Salapils County. The witness reported a suspiciously large bag on the ground near the road. The eyewitness reported that inside the bag there was a dead man. When the police arrived at the scene, this information, unfortunately, was confirmed – the body of a middle-aged man was found bags wrapped in adhesive tape.
Investigation was taken over by State Police Riga Region Criminal Police 1st Department. On the 14th of February, 2024, during an active pre-trial investigation, as well as extensive operational measures, State Police officers detained two men who were born in 1961 and 1972. Neither has a prior criminal record.
According to available data, the cause of the murder was a personal conflict that broke out when the three men involved in the incident were drinking alcohol in Riga, Pārdaugava District. Police found that after the man was murdered, which most likely was committed on the 1st of January, suspects placed the body into bags and left it on the balcony of the apartment for a whole week.
Suspects then tossed the body off the balcony. The body remained under the windows of the apartment building for several more days. Later, however, the suspects took the body, placed it in a car and carried it to Doles Island, where they dumped it and where it was ultimately found. The criminal process was commenced according to the characteristics of the composition of the criminal offence provided for in Section 117 (5) and Section 228, Paragraph two of the Criminal Law, State Police report.
On the 15th of February 2024 one of the suspects was put under arrest. The other suspect was presented with a security measure that does not involve deprivation of freedom.
State Police remind that no person is considered guilty until his or her guilt in committing a criminal offence has been proved in accordance with the procedure laid down by law.
