Olaine Prison chief selected to lead Latvia’s Prison Administration

The chief of Olaine Prison Dmitrijs Kaļins has been selected as a prominent candidate for the post of head of Latvia’s Prison Administration (IeVP), according to LETA.
Ministry of Justice has prepared a proposal for Kaļins’ transfer to the post of chief of IeVP.
Kaļins was selected as part of a selection procedure.
As reported by the State Chancellery’s Communication Department consultant Santa Jirgensone, the winner of the selection procedure has received confirmation from Minister of Justice Jānis Bordāns, who previously had an interview with the winner of the fourth stage of the selection process, and who has decided to submit to the Cabinet of Ministers the proposal regarding Kaļins’ approval for the aforementioned post.

The minister is confident Kaļins has proved his knowledge of management of state institutions during the selection procedure. This includes knowledge of personnel and finance management processes and strategic planning.

Until now Kaļins has worked as chief of Olaine Prison. Between 2015 and 2016 he served as construction coordinator in a project headed by the Norwegian Financial Instrument. He also organized construction processes at Olaine Prison.
In 2019 Kaļins coordinated a project by the Norwegian Financial Instrument to create a new training centre within Olaine Prison’s territory.
Since 2020 Kaļins has been a representative of Latvian Prison Administration in EuroPris organisation’s work group.
He graduated from Latvia University of Life Sciences and Technologies with a vocational higher education diploma and senior work safety specialist qualification. He also holds a Bachelor’s degree in engineering.
The personnel selection committee consisted of the director of Latvia’s State Chancellery Jānis Citskovskis, the head of the office of the Minister of Justice Aldis Bukšs, state secretary to the Ministry of Justice Raivis Kronbergs, deputy chief of the State Security Service Andris Rapiņš, parliamentary secretary to the Ministry of Justice Ilona Kronberga, directors of the Department of Affairs of the State Sanita Armagana and the directors of Personnel Management Department of the Ministry of Justice Airisa Auzāne.

According to the announcement from the selection procedure, the proposed wage for the new chief of Latvia’s Prison Administration is EUR 3 273 (before taxes).

In October 2021 Gen. Ilona Spure left the post of Chief of Latvia’s Prison Administration before the end of her term because she decided to retire.
