Ministry of Defence prepares a map for wind turbine park development in Latvia

The Ministry of Defence has developed a report to offer businessmen and the energy sector solutions for the development of wind turbine parks and show to them which of Latvia’s areas development of such projects is compatible with national security interests.
The ministry notes that wind energy is one of the most topical renewable energy resources. In the last couple of years the interest for the construction of wind turbine parks has increased in Latvia. Construction of wind turbine parks near radars of National Armed Forces could potentially cause a negative effect on armed forces’ air and naval monitoring capabilities. At the same time, the ministry is aware of the topicality of energy independence and security issues and the role of wind energy in it.
To simplify the coordination process and demonstrate in which places in Latvia the construction of wind farms is allowed, evaluated or not allowed, the Ministry of Defence has developed a map of Latvia. The map is available on the Unified Legislative Drafting and Harmonization Portal.
The map is divided into three sectors, each with its own colour. In the green zone, the construction of wind turbine parks is permissible and supported, and only coordination with the Ministry of Defence is required. In the yellow zone, the construction of wind farms is to be evaluated, but the entrepreneur will have to rely on compensatory solutions, such as the purchase of new radars.

No construction of wind turbine parks is permitted in the red zones because it would interfere with national defence objectives.

This zone covers the entire eastern border of Latvia and parts of eastern Vidzeme, namely, from Ape and Alūksne to Daugavpils. Also, this zone covers several areas on the coast of Kurzeme, on the coast of Vidzeme and in certain places in the country, such as on the coast of Riga, near the Lielvarde Base, near the future Selija base territory, near the Adazi base territory and in the vicinity of Priekule/Vaiņode, the ministry listed in a statement.
