Latvian Trade Union of Education and Science Employees (LIZDA) has submitted to the Saeima its initiative to include in the Cabinet Structure Law a new condition for the government’s dismissal in the event of non-compliance with the strike agreement, as confirmed by LIZDA manager Inga Vanaga.
LIZDA believes that the situation described in the initiative appeared over the demands from teachers. Teachers presented demands, a conciliation commission was formed, compromises were reached and the Cabinet of Ministers unanimously approved the strike agreement. However, the government failed to complete the entire agreement.
As previously reported, following the start of the teachers’ three-day strike on the 24th of April, signature collection commenced on Manabalss.lv public initiatives platform.
If an initiative receives at least 10 000 signatures, it can be submitted to the Saeima for subsequent review.
“To promote responsibility of officials and avoid undervaluing the nature of collective interest disputes” and completion of strike agreements, LIZDA invited adding amendments to the Cabinet Structure Law and include a mechanism for the government’s dismissal in the event of failure to complete the agreement reached in strike negotiations on the resolution of collective interest disputes.
The trade union believes it is necessary to add amendments to the Saeima Rules of Order to come up with a way for the parliament to review completion or non-completion of strike agreements. Loss of office should be outlined in the law as mandatory, not possible, the trade union suggests.
