The Corruption Prevention and Combating Bureau (KNAB) has, under an expedited procedure, proposed that the Prosecution Office for Investigation of Offences in State Institutions initiate criminal prosecution against two officials of LDz Rolling Stock Service (SIA “LDz ritošā sastāva serviss”), KNAB reports.
Information obtained during the investigation indicates that the officials allegedly abused their official position for personal gain and misappropriated more than €13,000 of the company’s funds.
According to case materials, in 2024 and 2025 the Chairwoman of the Management Board of LDz Rolling Stock Service, following encouragement from a board member and a mutual agreement, twice terminated the employment relationship with this same official and unlawfully granted dismissal compensations. The aim of these actions was to illegally improve the financial situation of the board member, KNAB states.
As a result of the alleged criminal activities, the officials misappropriated €13,604 belonging to LDz Rolling Stock Service.
KNAB initiated criminal proceedings on 20 October 2025 and investigated the case under an expedited procedure on suspicion of abuse of office for personal gain. The individual whose employment was unlawfully terminated twice has additionally been charged with incitement.
According to Firmas.lv, from June 2023 to October 2024 the company’s Chairwoman of the Management Board was Anda Sīviņa, while Raitis Apinis served as a board member during 2024 and until October 2025.
As previously reported by LETA in early October, as part of a reorganisation process, the Latvian Railways (VAS “Latvijas dzelzceļš”, LDz) subsidiaries LDz Rolling Stock Service and LDz Logistics were merged into LDz Cargo.
