Latvian Corruption Prevention and Combating Bureau (KNAB) has submitted to the prosecution office a criminal procedure concerning the possibly systematic bribery of Ropaži municipality officials by road construction, maintenance and improvement company representatives, as BNN was told by the bureau.
The possible goal behind the bribery was to secure favour for the company in various municipal procurement projects.
In the investigation, KNAB acquired evidence of representatives of the company in question systematically bribing municipal officials
to secure limiter access information regarding planned procurements. After acquiring information, company representatives attracted another private person and committed bribery of the members of the procurement committee. This allowed them to win multiple procurement projects in Ropaži County and sign a contract worth more than EUR 680 000 with Ropaži County Council for road maintenance and improvement.
KNAB opened the criminal case on the 24th of October 2022. It concerns bribery, bribe offer, incitement to bribery and disclosure of undisclosed information which is not an official secret.
This week KNAB submitted the criminal case to the prosecution office, requesting criminal prosecution for four persons – two company representatives and one private person, as well as maintain coercive measures against the company in whose interest the criminal offences had been committed. The prosecution office, as the party directing the proceedings, must decide on the future direction of the criminal case.
KNAB reports that the criminal case in question is massive and complicated, as the parties involved in it may have committed multiple criminal acts over a long period of time. Information acquired in the pre-trial investigation was enough to commence two other criminal cases.
