Construction of Riga airport’s new terminal: what is done and what comes next?

The contract for the expansion of Riga airport terminal could be signed at the beginning of May, as LETA was told by the Chairman of the Board of Riga airport Laila Odiņa.

She reported that the first state of the construction tender is over and contenders and their offers have been assessed.

According to her, a total of five contenders applied in the first stage. This includes local and foreign companies.

“This procurement was carried out by the airport following the procedures of the European Bank for Reconstruction and Development (EBRD), not Latvian procurement procedure, so there is a slightly different procedure,” said Odiņa, adding that candidates are reviewed by EBRD.

She predicts the second stage of the procurement could be announced at the end of February.

“There will be one month from the announcement of the second round when the selected bidders in he first round will have the opportunity to submit their financial offer. The topic is the price, so the evaluation will also be very fast, we will have already agreed on technical solutions with all the bidders during the first round of evaluation,” noted Odiņa.

Odiņa said there should not be any “major” delays with the procurement again. Nevertheless, there are various risks of results being challenged.

“If everything goes as planned, then it will be the end of March or beginning of April when we should received offers to assess,” said Odiņa.

The actual signing of the contract may take place around the beginning of May, she said.

Odiņa said that the main success last year was the attraction of financing for the project, as in practice an agreement has been reached with the EBRD, the Nordic Investment Bank and the commercial bank OP Bank on financing for this project.

LETA previously reported that in November 2023 Riga Airport announced an international tender for the construction of the new terminal, where construction costs were estimated at EUR 167 million.

Riga International Airport is the biggest aviation hub in the Baltic States.
