The Bauska bypass project needs to be completed by the year 2030, said Chairman of Latvian State Roads (LVC) Mārtiņš Lazdovskis at the annual Latvian Road Industry Conference on Thursday, the 18th of April.
He said the Bauska bypass project is in its preparation stage to become a public and private partnership (PPP) project.
“The government will soon view Bauska bypass project in order to make a conceptual decision as to how it can be implemented as PPP. If this happens like that, the most optimistic and realistic scenario suggests construction work could commence around 2027 or 2028,” said Lazdovskis.
He stressed that the project should be completed by 2030.
As for Riga bypass project, Lazdovskis said there won’t be any funding from classic financing sources and foundations. This means the project is planned to be implemented as PPP. “This project is not at the same stage of preparation as Bauska bypass. If a decision is made, I see no obstacles for it to be realised by approximately 2032,” added Lazdovskis.
Information on the Legislative Portal shows that the Ministry of Transport has prepared and has submitted for coordination a draft order as part of which it is planned to commence PPP procedure for Bauska bypass.
The purpose of this order is to start the PPP procedure for the implementation of the first stage of the reconstruction project “Bauska Bypass” of the state main road Riga-Bauska-Lithuanian Border (Grenctāle) (A7) from Kekava Bypass to Bauska, commence the alienation of real estate for the implementation of the second stage of the project “Iecava Bypass”, as well as determine the status of the object of national interest for the infrastructure of the Bauska Bypass and Iecava Bypass.
The total capital investments into Iecava bypass and Bauska bypass infrastructure is around EUR 352 million in 2022 prices (excluding VAT), as noted in the project.
