Latvian government working on simplifying the legislative process

To simplify the legislative process, the government will work on introducing the so-called “Omnibus” approach, which involves combining amendments to several interrelated legal acts into one or more linked draft laws. This is stated in Prime Minister Evika Siliņa’s (New Unity) annual report to the Saeima on the Cabinet’s achievements and planned activities, which the government reviewed on Monday.

Such an approach would ensure the coherent implementation of a unified policy initiative and consistency in regulation.

The report explains that the idea still requires further development, including defining criteria for its application and mechanisms to ensure transparency. According to the authors of the report, if introduced thoughtfully, this approach could provide several benefits, such as a more efficient legislative process by reducing administrative burden, optimising resources and accelerating the adoption of regulatory measures.

The report also notes that the approach would enable the implementation of significant structural reforms

requiring simultaneous amendments to multiple legal acts. It would reduce the risk that different components of reforms are introduced with time delays or in a contradictory manner, as the entire package of amendments would be considered as a whole.

As previously reported, the government reviewed Siliņa’s annual report to the Saeima on Monday. The Saeima is scheduled to hear the report on the 13th of March.
