On Wednesday, the 9th of October, the Saeima Budget and Finance Committee conceptually approved for the first reading amendments prepared by the Ministry of Finance to the Accounting Law that provide for making the use of e-invoices mandatory from 2026 onward.
Members of the committee also agreed to attach urgency to this legislative draft.
Amendments will establish legislative regulations for invoices issued to pay for goods or services. It is planned that going forward from the 1st of January 2026, all businesses registered in Latvia will be obligated to prepare invoices in the form of structured electronic invoice (e-invoice) for goods and services.
The transition rules provide an obligation for businesses registered in Latvia to submit invoices to budget institutions in the form of e-invoices starting with the 1st of January 2025. This solution is intended to promote more effective performance of functions of the public sector, as well as automate functions. This is also intended to make the digitisation of the accounting process more efficient.
In order to determine the procedures for the circulation of e-invoices, including technical data exchange routes, types of delivery and receipt, the necessary adjustments to the e address and other technical aspects of the circulation of e-invoices, the law will delegate to the Cabinet of Ministers (Cabinet) by the 1st of July 2025 to issue regulations in which the procedures for the circulation of the e-invoice will be determined.
