VID: automatic returns of tax overpayments requires amendments to regulations

For people to automatically receive back their tax overpayment without having to submit an annual income declaration, it is necessary to introduce amendments to regulations and provide for automatic provision of information about education and medical expenses to the State Revenue Service (VID), representatives of the service explain.
The service notes that amendments to regulations are necessary in order for all relevant information to be submitted to VID. Considering that expenses for medical services contain sensitive data, there should be a special reservation regarding the transfer of data to VID. If it was stated in regulation that all of the aforementioned information is handed over to VID, the institution would be able to ensure all relevant data is included in a person’s income declaration.
At the same time, VID explains that as of September 2023, if a person has submitted an application to VID with his or her existing bank account number, this person can receive automatic returns of PIT without having to submit an annual income declaration. But if a person wants to receive returns for receipts from medical services, education, hobby education services VID does not have access to, then this person needs to submit an annual income declaration and add relevant receipts to it.

To ensure a person does not have to add too many documents to any one income declaration,

VID invites residents to request medical institutions to issue an e-receipt and send all relevant data to VID when receiving medical services. This way this information is provided to the person’s annual income declaration automatically. This means there is no longer any need to take photos of receipts and add them to the declaration. Currently electronic receipts are issued only by medical institutions that use e-receipts as payment documents.
Since many medical institutions, including general practitioners do not use e-receipts, VID reaches out to taxpayers who do use e-receipts to share their experience, the advantages from this system and any problems there are.
At the same time, VID reports that it is planned to make e-receipt mandatory for all medical institutions, family doctors included. In order to adopt this system, however, it will be necessary to hold discussions with ministries and medical institutions.
