A total of seven complaints have been submitted over the outcome of the fourth round of the Southern Bridge construction tender, according to information from the website of the Latvian Procurement Monitoring Bureau (IUB).
The first four complains remain under review. Meanwhile, IUB has requested explanations from the State Construction Control Bureau of Latvia. Decision-making is planned for December. Complaints were submitted by the following companies: BMGS JSC, EWCON, Baltic Industrial Construction and LNK Industries.
Recently Riga municipality’s Central Administration Procurement Office has added amendments to the requirements included in procurement documentation. Three more complaints were received shortly after.
These were submitted by Binders LLC, BMGS JSC and L Projekts LLC.
The tender was announced on the 4th of August.
The procurement was dine in two parts – one concerning construction work on J. Čakste gatve from Valdeķu Street to Ziepniekkalns Street and from Vienības gatve to Valdeķu Street.
According to information from LETA archive, the Southern Bridge project is called by residents in Latvia as one of the most expensive bridges in the world because of significant and constantly growing costs. Riga City Council took a loan to afford construction costs. Initially it was planned to pay it back in 20 years. Construction work commenced in 2004 and were concluded in 2013.
The bridge’s total costs reached around LVL 570 million or more than EUR 810 million upon completion.
In order to implement the project’s fourth stage, the city council decided to acquire four pieces of real estate that are needed in order to pave the way from J. Čakste gatve from Vienības gatve all the way to Ziepniekkalna Street.
