Latvian government plans to submit state budget to Saeima in November

The Ministry of Finance has updated the preparation schedule for the legislative draft On the State Budget for 2024 and Budget Contents for 2024, 2025 and 2026. The ministry plans to submit the legislative draft to the parliament on the 3rd of November, as LETA was informed by the ministry.
Amendments are planned to be reviewed at the next meeting of the government.
Amendments developed after consultations with Prime Minister Evika Siliņa and parties forming the government state that by the 27th of September it is planned to hold discussions about the priorities included in the legislative draft for 2024, 2025 and 2026. On the 26th of September it is planned to discuss the report on the State Tax Policy Guidelines for 2024-2027 in the Cabinet of Ministers.

The decision regarding priority tasks to be included in the state budget legislative draft are to be made by the 29th of September. The Ministry of Finance will need to submit relevant estimates by the 2nd of October.

The amendments provide that the maximum amount of state budget expenditure are be calculated by the 4th of October and the maximum amount of state budget expenditure for ministries will be sent to ministries, while the examination of draft laws accompanying the budget in the Cabinet of Ministers is scheduled for the 3rd of October and the 9th of October.
The 9th of October is set as the date for preparation of ministries’ various budget requests and their submission to the Ministry of Finance. The approval of the government budget plan for 2024 in the Cabinet of Ministers is scheduled for the 10th of October.
At the same time, the 12th of October is the deadline for the submission of Latvia’s government budget plan for 2024 to the European Commission or Eurogroup.
LETA previously reported that on the 21st of September the Saeima passed in the final reading amendments to the Law on Budget and Financial Management, which provide the new government the option to submit the state budget project after the 15th of October.
