Businessman could land in prison for offering a bribe to Par/Progressive faction leader

The prosecutor in charge of the case has requested sentencing Rīgas namu apsaimniekotājs JSC board chairman Igor Trubko to three years in prison with an additional four-year ban to engage in any kind of commercial business for offering a EUR 2.1 million bribe to the leader of Riga City Council faction of Par/Progressive Mārtiņš Kossovičs.
The prosecutor has also requested a fine for Rīgas namu apsaimniekotājs equal to 200 minimal wage amounts or EUR 124 000.
The Corruption Prevention and Combating Bureau previously told the press that evidence acquired so far indicates the bribe was offered in exchange for the businessman’s company winning a tender and taking over buildings currently managed by Rīgas namu pārvaldnieks (RNP).

The businessman also provided Kossovičs with a list of conditions of the concession tender that would be favourable to Rīgas namu apsaimniekotāj.

Kossovičs told journalists that he was the one who informed KNAB of the bribe offer. He mentioned that he has dedicated his entire political life to creating a policy that cannot be bought, adding that he sticks to this principle.

The criminal case also provides application of a coercive measure to a legal person – Rīgas namu apsaimniekotājs.

Previously it was reported that in 2021 Rīgas namu apsaimniekotājs proposed taking over a number of buildings currently managed by RNP as an experiment. The company had eyed 60 houses with good savings.
Information from Firmas.lv indicates that since spring 2018 Trubko has been the board chairman of Rīgas namu apsaimniekotājs. He is also listed as the company’s beneficial owner. Taisa Štāle is the other co-owner. In 2021 the company operated with turnover of EUR 2.9 million and profits of EUR 115 062.
Information from KNAB’s website indicates that between 2002 and 2013 Trubko donated a total of EUR 49 904 to two political parties. He donated to the Reform Party and Latvian Social Democratic Workers’ Party, which was once in power in Riga City Council.
